If you're going in as a script (comic) then you approaching the publisher as an unassigned writer (without artist), you're bringing yourself and the story to the publisher, they will assign an artist. Publishers like Image have been taking on large volumes of work which are near completed or finished products, which means that the writer has found an artist and has generated enough work to pitch the comic/graphic novel.
DL - if you think I am busy ... heheheh ... wait till you see what comes out in the next month or so. BTA should be up with four chapters, plus a ton of goodies. In terms of laying out the next BTA chapters ... I have over a sketchbook of material (that being 300 pages of thumbnail panels, various tests on different art styles). Oh, and wait till you see the art work of "Fried! Fast Food, Slow Deaths", I am incredibly proud of what stories I got to illustrate. Joel's final image for his story turned out to be amazing.
